What moves the probability
ISW's control-vs-infiltration threshold
ISW requires stronger evidence to mark ground as 'controlled' or 'advancing' rather than merely infiltrated, and only the former qualifies for a Yes. This is the last real technical uncertainty in the market, since infiltration alone resolves No regardless of what happens on the ground.
Persistence through the next daily update
The rules require the shading to hold through one more finalized ISW report after it first appears. A brief reclassification back to contested status in that window would push the market back toward No even if the initial assessment favored Russia.
Pressure from Chasiv Yar and Toretsk axes
Russian advances on the southern and eastern approaches to Kostyantynivka through mid-2026 are the underlying military driver that pushed the price from 59% to 77% and then higher; continued or stalled pressure on these axes is what any future ISW update will reflect.
Proximity to the 31 August deadline
With only a few days left before settlement, there is limited time left for a reversal to register even if Ukrainian forces mount a local counterattack, which mechanically compresses the range of outcomes the market still has to price.
The case for
- ISW's map must show the Kostyantynivka railroad station shaded as assessed Russian control, advance, or recent gain, and Russian forces have been closing in on the city from both the Chasiv Yar and Toretsk directions through 2026.
- That shading must survive into the next finalized ISW daily update after it first appears, which the market's flat, unreversed price history suggests traders now expect.
- A negotiated settlement transferring the area to Russia before 31 August 2026 would independently satisfy the Yes condition regardless of the battlefield picture.
The case against
- ISW could continue to classify Russian presence at the station as 'assessed infiltration' rather than control, which explicitly does not qualify under this market's rules.
- A Ukrainian counterattack or successful defense of the station area before 31 August 2026 could delay or prevent the control shading from appearing at all.
- Even if the shading appears, it would need to hold through the next daily ISW update, and contested urban terrain has previously reverted to a lower-confidence assessment on short notice.
